الملخص
ان الإطار الاستراتيجي الامريكي في مجال السياسة الخارجية بالأساس حركتها مبدا الواقعية -البراغماتية النفعية. وعليه فان الاستراتيجية الشاملة للسياسة الخارجية الامريكية ركزت على المصالح الاستراتيجية العليا وحماية الامن القومي، وادامة الهيمنة على السياسة الدولية، والتي تعد من الثوابت الاستراتيجية بالنسبة للإدارات الامريكية، خاصة خلال مرحلة ما بعد الحرب العالمية الثانية، وبغض النظر عن خلفيات الرئيس والحكومة التي تمسك زمام السلطة في البيت الابيض، جمهورية كانت ام ديموقراطية. هذه الدراسة تنطلق من محاولة لرصد اهم وأبرز المرتكزات التي تعد ثوابت استراتيجية بالنسبة لأمريكا، وايضا فان هذه الثوابت بمثابة مرجع وأطار الذي ينطلق من خلالها السلوك السياسي الخارجي لأمريكا. فبالرغم من التناوب وانتقال السلطة ما بين الحزبين الجمهوري والديمقراطي وبالرغم من تمايز اسلوب القيادة ما بين الرؤساء داخل البيت الابيض،
الا ان كل ذلك لم تغيير من اولوية الاهداف الاستراتيجية خاصة في مجال السياسة الدولية، على اعتبار ان الثوابت الاستراتيجية هي التي تنشئ عقائد جديدة للإدارات والرؤساء. وارتباطا بذلك فان هامش التغير على مستوى السياسة الخارجية تكاد تنعدم الا في حالات ومواقف تكتيكية معينة، وهي بالأساس لا تجسد تغييرات جوهرية ضمن إطار الاستراتيجية الشاملة للولايات المتحدة الامريكية.

Abstract
The U.S. strategic framework in the field of foreign policy is essentially driven by the principle of realism - utilitarian pragmatism. The overall strategy of U.S. foreign policy has therefore focused on higher strategic interests, national security protection, and the perpetuation of hegemony over international politics, which is a strategic constant for U.S. administrations, especially during the post-World War II period, regardless of the backgrounds of the president and the government that holds power in the White House, whether republican or democratic. This study is based on an attempt to monitor the most important and prominent pillars that are strategic parameters for America, and these constants serve as a reference and framework through which America's external political behavior begins. Despite the rotation and the bipartisan transition of power, and despite the differentiation of leadership among presidents within the White House, But all this has not changed the priority of strategic objectives, particularly in the field of international politics, given that it is the strategic constants that create new doctrines for departments and presidents. In connection with this, the margin of change at the foreign policy level is virtually non-existent in certain tactical situations and positions, and essentially does not reflect fundamental changes within the framework of the overall strategy of the United States of America.
