مستخلص الدراسة:
هدفت الدراسة التعرف إلى تطبيق الادارات العامة في محافظة الخليل للسياسات العامة الصادرة عن الحكومة الفلسطينية، قام الباحثان في هذه الدراسة بمراجعة نظرية لمفهوم السياسات العامة، وآليات تنفيذها، كما قام بتصميم استبانة، وتوزيعها على عينة تكونت من (100) من الإداريين في المؤسسات العامة في محافظة الخليل، وبعد جمع الاستبانات وتحليلها، تم التوصل إلى: أن واقع تخطيط الادارات العامة في محافظة الخليل لتطبيق لسياسات العامة الصادرة عن الحكومة الفلسطينية كانت بـِـدرجــة مرتفعة، وكانت أبرز مظاهر التخطيط اتسام خطط المؤسسة بالقدرة على التكيف مع المتغيرات غير المتوقعة، وأن واقع تنفيذ الادارات العامة في محافظة الخليل للسياسات العامة الصادرة عن الحكومة الفلسطينية كانت بـِـدرجــة مرتفعة، وكانت أبرز مظاهر التنفيذ أن أغلب السياسات التي تتبنى صياغتها المؤسسة تنفذ بصورة فعالة، وأن واقع متابعة الادارات العامة في محافظة الخليل لتنفيذ لسياسات العامة الصادرة عن الحكومة الفلسطينية كانت بـِـدرجــة متوسطة، وكانت أبرز مظاهر المتابعة حرص المؤسسة على تعزيز العلاقات القوية مع المؤسسات الشريكة في تنفيذ السياسات العامة، وفي ضوء هذه النتائج، خرجت الدراسة بالتوصيات الآتية: العمل على إشراك الموظفين في عملية التخطيط لتنفيذ السياسيات العامة، بحيث يتم شرح وتوضيح السياسة، والهدف والغاية منها، وآلية تنفيذها، لما لذلك من دور في تعزيز تنفيذها، والعمل على إيجاد آليات مشتركة بين المؤسسات والإدارات العامة، بما يسهم في تسخير كافة الإمكانيات وتوجيهها بهدف تنفيذ السياسات العامة التي تصيغها الحكومة، وتعزيز آليات التواصل بين المواطنين والمؤسسات العامة لأخذ التغذية الراجعة حول تنفيذ السياسات العامة، من جانب، وتعزيز آليات التواصل بين الإدارات العامة والحكومة من جانب آخر، بما يضمن تحقيق أعلى درجة من متابعة تنفيذ السياسات العامة.

Abstract:
The study aimed to identify the application of public policies in the Hebron Governorate by public administrations issued by the Palestinian government. The researcher in this study conducted a theoretical review of the concept of public policies and the mechanisms for their implementation. He also designed a questionnaire and distributed it to a sample consisting of (100) administrators in public institutions in Hebron Governorate, and after collecting and analyzing questionnaires, it was concluded that: The reality of planning of public administrations in Hebron Governorate to implement the public policies issued by the Palestinian government was to a high degree, and the most prominent manifestations of planning were the institution’s plans being characterized by the ability to adapt to unexpected changes, and that the reality of the administrations’ implementation In Hebron Governorate, the public policies issued by the Palestinian government were to a high degree, and the most prominent manifestation of implementation was that most of the policies adopted by the institution were implemented effectively, and that the reality of public administrations in the Hebron Governorate following up on the implementation of public policies issued by the Palestinian government was to a moderate degree, and the most prominent Follow-up manifestations of the organization’s keenness to strengthen strong relationships with partner institutions in implementing public policies. In light of these results, the study came out with the following recommendations: Work to involve employees in the planning process for implementing public policies, so that the policy, its goal and purpose, and the mechanism for its implementation are explained and clarified. Because of this role in enhancing their implementation, and working to find joint mechanisms between public institutions and administrations, which contributes to harnessing all capabilities and directing them with the aim of implementing the public policies formulated by the government, and strengthening communication mechanisms between citizens and public institutions to take feedback on the implementation of public policies, on the part On the other hand, strengthening communication mechanisms between public administrations and the government, to ensure achieving the highest degree of follow-up on the implementation of public policies.
